The Residencia de Legazpi housing project, known as Pambansang Pabahay para sa Pilipino (4PH), was launched during the groundbreaking ceremony at Brgy. Homapon, Legazpi City, on Friday, Feb. 16.
This was initiated by the Department of Human Settlements and Urban Development (DHSUD) in collaboration with the local government unit (LGU) of Legazpi City, Pag-IBIG, and private developers.
The housing program was declared by President Ferdinand Marcos Jr. under Circular No. 2023-004. It aims to solve housing backlogs in many localities and provide decent and affordable housing for those who are aiming to have a dwelling unit.
Mary Kathleen Vibar, focal person of 4PH Region V, assured the beneficiaries that DHSUD will monitor the project until a certificate of completion has been issued and their monetary contributions will be secured.
“Actually this project is a win-win situation, the target beneficiary will be assured that they’re buying a house with preliminary approval and locational clearance, (along) with the development permit, certificate of registration and licence to sell,” she said.
Vibar also stressed that they are looking forward to coming up with more groundbreaking and Memorandum of Agreement (MOA) signings in partnership with the LGU, considering the vertical development to safeguard the agricultural land for food security.
DHSUD Undersecretary Engr. Emmanuel Pineda said that the housing program is not just a human settlement but an urban development.
“Kasabay ng pagtatayo ng matitibay na tahanan ay ang pagkakaroon ng magandang pamayanan,” Pineda said.
Meanwhile, Legazpi City Mayor Geraldine Rosal is anticipating more beneficiaries and housing projects with DHSUD and Pag-IBIG for the betterment of the homeless residents in the city.
“As of today, we have already more than 700 applicants that were assessed by the Pag-IBIG office here in Legazpi, way more than the number of units to be provided for this project but this will surely boost our programs in solving the housing backlogs of more than 12,000 in the city,” she stated.
The DHSUD, along with other local government agencies, is still developing project construction in the provincial LGUs of Camarines Sur and Naga City and expecting more eligible beneficiaries who want to avail themselves of this program. I Lyzha Mae Agnote
