Public safety concerns arise amid Peñaranda Park’s opening despite stage’s non-completion of final inspection

ALBAY –In an official statement, FS Co Builders Supply, the construction company behind the renovation of Peñaranda Park in Legazpi City, stated that the final inspection of the roof of the park has not yet been completed, raising public safety concerns. 

The stage of Peñaranda Park collapsed on August 30 due to heavy rains, leaving several individuals injured, including a student who is still confined in a hospital. 

Despite this, the big question remains: Why was the venue opened to the public even without a final inspection and clearance from the implementing agency?

The construction firm, in collaboration with Hi-Tone Construction and Development Corporation, has indicated that inquiries concerning the roofing system’s design and technical specifications should be directed to the Department of Public Works and Highways (DPWH)-Albay 2nd District Engineering Office, as they are the agency responsible for overseeing the project’s technical aspects.

The planned inspection by the Provincial Engineer’s Office and other relevant agencies was deferred because the designated personnel were on official leave at that time.

Furthermore, a press release stated that a meeting took place on August 31 with significant stakeholders, including the Provincial Engineer’s Office, DPWH 2nd District Engineering Office, DPWH Regional Office, and the Philippine National Police.

During this gathering, it was suggested that the initial design be modified to substitute the intended retractable roofing with a permanent roofing option.

FS Co Builders has taken responsibility for covering all hospital and medical costs for those injured and is maintaining communication with their families. The company has also committed to enforcing stricter safety protocols and collaborating closely with relevant agencies to avert similar incidents in the future.
