Legazpi City — Gilbert Concepcion, the most wanted person in Bicol and leader of the infamous Concepcion Gang in Libon, Albay, was shot dead on Wednesday evening, January 24, as law enforcement attempted to serve a warrant for multiple cases against him in Barangay San Martin de Porres, Paranaque City.
Concepcion, a former member of the New People’s Army who later became part of the Citizen Armed Force Geographical Unit (CAFGU) and the Philippine Army, had been on the run after being accused of killing his aunt in a land dispute. According to Brigadier General Andre Dizon, Acting Regional Director of Police Regional Office 5, the technical support team recently located Concepcion, breaking years of attempts to apprehend him.
Dizon revealed that Concepcion had gained support from the residents of Libon, Albay, initially portraying himself as a modern-day Robin Hood.
“Nagsimula siya sa style Robin hood, ganun ang binuo niyang impression sa mga tao sa Libon, kunyari yung loot niya tulong niya until such time na nag-evolve siya na parang invincible na siya, he can do what he wants until mang-rape, mangpatay, ganun na lang kadali sa kanya”, Dizon said.
During the arrest attempt, Concepcion and an unidentified companion opened fire on the arresting officers, resulting in both of their deaths. Authorities were serving multiple warrants of arrest at the time.
Concepcion has standing Warrant of Arrest for the following crimes:
a.) Kidnapping with Murder (2 counts) docketed under Criminal Cases Number 10035-10036 dated January 18, 2024;
b.) Kidnapping and Serious Illegal Detention (RPC Art 267 as amended by RA 18 and 1084) docketed under Criminal Case Number 9766; 9767; 9768 dated June 6, 2022;
c.) Murder under Criminal Case No. 6296 dated January 31, 2012;
d.) Direct Assault under Criminal Case No. 10555-1 dated May 25, 2016;
e.) Rape under Criminal Case No. 6958 dated November 4, 2013; and
f.) Direct Assault under Criminal Case No. 10108-L issued dated July 8, 2013.
The Bicol Philippine National Police (PNP) expressed their commitment to monitoring the municipality of Libon, Albay, with the hope that the demise of the criminal group ‘s leader would contribute to restoring peace, order, and economic stability in the area.
Brigadier General Dizon announced that the Php420,000.00 reward for information leading to Concepcion’s death will be processed and awarded to the informant.
